The City of Rotterdam has outsourced to Strukton and Hellebrekers Technieken all management and maintenance work for its nine municipal swimming pools for the next 10 years. This is the first maintenance and energy performance contract in the Netherlands. Rotterdam's municipal swimming pools will become more energy-efficient, CO2 emissions will decline, and water and air quality will be improved.
Strukton has set up a so-called Energy Service Company (ESCo) for this project. The ESCo is designing and executing the energy-saving measures, providing the relevant financing and ensuring that energy is in fact saved. In addition, the ESCo has been responsible for management and maintenance at the nine swimming pools since 1 April 2011. Hellebrekers Technieken, as specialist in the field of swimming pool technology, is making a significant contribution.
The swimming pools make up the first cluster of the Rotterdam Real Estate that is being made sustainable in this manner. The measures needed to enhance the quality of the buildings and systems and to render them more energy-efficient will not cost the municipality any additional money. The project is being executed in a cost-neutral way and paid for from the energy and water costs saved over the life of the contract.
Results:
1. Energy-saving measures: these will provide savings of 34% by comparison with the 2009 energy bill over the next 10 years. This amounts to € 3.4 million Net Present Value, on the basis of which investments for the energy-saving measures have been costed.
2. Improving quality in the swimming pools by enhancing the quality of the water and the air in the pools.
3. Improved service through efficient maintenance of buildings and systems: the Ontwikkelingsbedrijf Rotterdam (Rotterdam Development Corporation) is outsourcing all management and maintenance related to the nine swimming pools, including the associated risks, to Strukton for the next 10 years. This will deliver guaranteed savings of 15% of the maintenance costs.
4. Unique financing model: the finance needed for investing in the energy-saving measures is being arranged by Strukton. The annual interest charges and repayments will be recovered from the annual fee for the energy savings actually achieved and paid out by the municipality. This is a performance-based fee based on the energy savings guaranteed by Strukton in advance.
Strukton and Sustainability
Strukton aims to position itself unambiguously in the important sustainable energy market. Apart from a range of initiatives to ensure its own corporate operations are increasingly sustainable, Strukton is striving also to apply the knowledge and expertise available within the organisation to cut CO2 emissions for customers and to make buildings more sustainable. Energy consumption is unnecessarily high in many buildings. Using the ESCo formula, Strukton aims over the years ahead to make a significant contribution to making properties more sustainable and to enhance their quality in a structural manner.
